TAX SALE PROCEEDINGS NOTICE

PROPERTY TAX SALE
Properties that have an outstanding balance from the 2021 year as of March 31st, 2023 are at risk of going up for tax sale this year. The Municipal Act states that the RM has the right to place any property that has arrears for the designated year (determined by the Council) in the tax sale process. The RM is not obligated to provide further notification of taxes owing other than the tax bills that owners receive but we have attempted courtesy communications with such owners via mail and phone where information is available to us. It is the owner’s responsibility to ensure their property taxes are paid and that their contact information is up to date in the event that the RM needs to contact them. For those that cannot pay by the deadline it is your best interest to contact us to sign a payment agreement (with approval by CAO). This will avoid the tax sale proceeding provided that the terms of the agreement are followed. Any remaining properties with a balance owing from the designated year or have not entered into an agreement with the RM will be registered for the tax sale process. Once in tax sale process, owners will incur additional tax sale fees that they will be obligated to pay on top of their outstanding property taxes. Contact us to confirm your property tax balance or to update your information. The Next Tax Sale for the RM of Armstrong will occur in NOVEMBER , exact date to be determined and will consist of any properties that have received notice of tax sale and have not rectified the issues by the date of the sale.

Public Notice is hereby given that the 2023 Assessment Roll for the Rural Municipality of Armstrong has been delivered to the Municipal Office at Inwood, Manitoba and is open for public inspection during regular business hours. Applications for revision may be made in accordance with sections 42 & 43 of the Municipal Assessment Act:
APPLICATION FOR REVISION
42(1) A person in whose name property has been assessed, a mortgagee in possession of property under section 114(1) of The Real Property Act, an occupier of premises who is required under the terms of a lease to pay the taxes on the property, or the assessor may make application for the revision of an assessment roll with respect to
(a) liability to taxation;
(b) amount of an assessed value;
(c) classification of property; or
(d) a refusal by an assessor to amend the assessment roll under subsection 13(2).
APPLICATION REQUIREMENTS
43(1) An application for revision must
(a) be in writing;
(b) set out the roll number and legal description of the assessable property for which revision is sought;
(c) state the grounds on which the application is based; and
(d) be filed by
(i) delivering it or causing it to be delivered to the office of The Rural Municipality of Armstrong at Inwood, Manitoba, or
(ii)serving it upon the Secretary,
at least 15 days before the scheduled sitting of the Board of Revision.
The Board of Revision will sit on Thursday, September 8, 2022 at 10:00 A.M. in the Council Chambers in Inwood in the Rural Municipality of Armstrong to hear applications.
The final date on which applications must be received by the Secretary of the Board is Tuesday, August 23, 2022 at 4:30 PM.

NOTICE OF TENDER - SALE OF FARM LAND

NOTICE OF TENDER - SALE OF FARM LAND
As of October 31, 2022 there is currently no land available via tender. Please check back at a future date.
Below are a few of the requirements for the past land sale tendering process;
- There is a Minimum Bid set at the 2022 assessment value for each individual property.
- Tenders must be submitted in a sealed envelope marked “Farm Land Tender”, must indicate which property the tender is for and must state cash purchase price meeting minimum bid requirements.
- To be considered all offers must be unconditional and include a deposit in the form of certified cheque or bank draft payable to the “RM of Armstrong” of not less than 10% of the tendered amount (which will be returned if the offer is not accepted).
- All of the lands are sold “as is where is”.
- The highest or any offer may not necessarily be accepted.
- The successful offeror will be notified upon acceptance within two working days after July 28th. Unsuccessful offerors will not be notified.
- The successful offeror will have 45 days from date of acceptance to provide the balance of cash to complete the purchase. The deposit will be forfeited if the successful bidder does not finalize the agreement for sale within the require time.
- All legal costs, title transfer fees and applicable taxes are the responsibility of the purchaser and are in addition to the bid price.

LONG TERM FORAGE LEASES

Rural Municipality of Armstrong LONG TERM FORAGE LEASES - GENERAL INFORMATION THERE IS CURRENTLY NO OPEN LEASES - PLEASE CHECK BACK AT A FUTURE TIME. LEASE terms are to the age of 65, with 5 year renewal options after the age of 65. The lessee must be 18 years of age and a resident of Manitoba or becoming a resident within 2 years. The use of the leased lands is meant for the purpose of forage production for livestock owned by the lessee.
Application Forms can be obtained from the Municipal Office at Lot 55 Hwy 17 in Inwood, MB, by email to cao@rmofarmstrong.com or on our website at www.RMOFARMSTRONG.COM. THE RM OF ARMSTRONG is not obligated to provide access to the leased lands. Applicants are responsible to view the lands prior to submitting an application.
Lease Rate for 2022 will be a 1.5% of the current years assessment and subject to change pending annual budget requirements. |
